Where do I find the serial number on a model 99 22lr rifle

Which Model 99 do you have? Some were made prior to 1968, and were not serialized as it was not required by law. After 1968, with the passage of the Gun Control Act of 1968, all firearms were required to have serial numbers and records maintained.

It has BL on the barrel and has a gold trigger and holds 19 rounds

The "BL" on the barrel indicates that this Model 99 was made in February of 1968, and probably before passage of the Gun Control Act of 1968, so it most likely will not have a serial number as it was not required at the time. Adding a serial number added a manufacturing step to the process, which added to the cost of the rifle, so it was decided not to serialize certain models of Marlin firearms at the time.
