Does this 39A with serial H3128 have the Ballard rifling, and what might be it's date?

Yes, your Marlin Model 39-A with the H serial number prefix would have been made in 1951. The Ballard rifling was used up to 1956 by Marlin as they used up the remaining Ballard rifled gun barrels in stock. The Micro-Groove rifling was introduced to the 39-A line of guns in 1954, but there was a stock of the Ballard rifled barrels around, so Marlin did not waste them and used them.
