In the brief time I was looking into the Model 39 I recorded a low serial number of 1002 and a high of 14237. It is thought that the numbers only serial numbers were made by the Marlin Firearms Corporation in the 1922-1924 period. The H numbers from 1926 to 1931 and the HS from 1932 to the end of production when the 39A was introduced. So based on that I would think your rifle with serial number 3171 would have been made sometime in 1922. From what I have seen the Model 39 was a big seller for Marlin as a good number were made in each serial number range.
It's a chancey job and it makes a man watchfull....and a little lonely.
