Can anyone tell me what a white circle with black dot in center means on the middle bottom of a Marlin 37 stock??

What you are looking at is the Marlin trademark "Bullseye". Marlin started that trademark in 1923 and described it as a Marlin "birthmark" showing it was a Marlin. What it ended up being is a sales gimmick, so when a customer walked into a hardware store, and saw an upright rack of guns, that customer could easily pick out the Marlins without seeing the rest of the gun.
