marlin model 88 22 rimfire

I have a marlin model 88 22 rimfire that has a jamming problem. It will shoot and eject spent round however the incoming rounds jm in the reciever area. Taking the gun apart I find a cartridge cutoff that I think is supposed to stop incoming cartridges before they jam up in the reciever. Does anyone have knowledge about this rifle and a possible fix?
